Invitation to Bid and Specifications

Baker and Plevna TV Districts are soliciting bids for upgrades and replacement of outdated equipment on several sites in Fallon County. Sealed bids in an envelope clearly marked “Baker/Plevna TV District Equipment Bid”, on the front of envelope will be received by the Fallon County Commissioners (for the TV Districts), 10 West Fallon Avenue, PO BOX 846, Baker, Montana, until 12:00PM, (Local Time), Monday, May 20th, 2024.  Bids will be opened and read aloud at 2:15 PM, Monday, May 20th, 2024 (Local Time).

The Specifications are available from the Clerk and Recorders office at 10 West Fallon Avenue-Baker, MT  59313 or email request to falloncc@falloncounty.net.

“Each bid must expressly provide that, if awarded the bid, the bidder will enter into a formal contract with Fallon County within (30) days of the award. Each bid must further provide that if the bidder fails or refuses to enter into a formal contract, then the bidder will pay the difference between the amount of the bidder’s bid and any excess amount for which the TV Districts contracts with another party to perform the work.”

No bid may be withdrawn after the scheduled time for public opening of bids, which is Monday, May 20th, 2024 at 2:15 PM, Local Time.

Fallon County reserves the right to reject any or all bids received, to wave informalities, to postpone the award of the contract for a period of time not to exceed (30) days and to accept the lowest responsible bid which is in the best interest of Baker and Plevna TV Districts, applying the preference provisions of Section 18-1-102 M. C. A., where applicable.

BAKER AND PLEVNA TV DISTRICT EQUIPMENT

 Bid Specifications

The bid is for 9 TV Translators, as follows:

1 low band VHF, 4 high band VHF, and 4 UHF. The low band unit is for channel 4; the high band units are for Channels 8, 9, 13, and 13; UHF
Channels are 17, 24, 27, and 34.


VHF transmitters should be capable of 10 watts ATSC 1.0; UHF capable of 50 watts ATSC 1.0.

All transmitters should be capable of adaptive correction.


All transmitters should be capable of transmitting in ATSC 3.0 without modification.

All transmitters should come with 6 pole simple mask filters as well as directional couplers and
cabling for adaptive correction.


All transmitters should be capable of RF, ASI and IP inputs for ATSC 1.0. If RF input is not
available, equipment that can translate RF to ASI or IP must be included. (For ATSC 3.0, IP input).


All transmitters must be completely set up prior to shipping with all necessary parameters
required by the manufacturer to be supplied by the TV District. Interconnect drawings must be
included as well as operating manuals.

Shipping- The shipping estimate to Baker, MT must be included.

Warranty-Bidder shall clearly specify the length and terms of all warranty guarantees.

Completion terms-Project must be completed by November 30, 2024.

No bid will be considered unless accompanied by a bid bond, bank draft, money order, certified or cashier’s check in the amount of not less than ten (10) percent of the total bid.

Upon approval of the Fallon County Commission, progress payments can be made as equipment arrives and/or services are rendered.
